Project summary

Project Purpose: The development of the cross border cooperation network created through the project “The settlement of the cross border cooperation frame for the sustainability of the rural development in Giurgiu region (Romania) - Rousse (Bulgaria)”

Target Groups: Local authorities and civil society members from the selected localities (Bucsani, Comana, Oinacu, Ivanovo and Tenovo).

Direct beneficiaries: partners involved in the implementation of the project;

Direct beneficiaries: the communities involved in the implementation of the project;

Activities: Good practice exchanges on local administration, civil society, tourism and environment, cultural exchanges and rural tourism: customs, traditions (including culinary) and crafts from Giurgiu – Rousse; training for the projects draft and implementation activities with the purpose of structural funds access (INTERREG IIIC); the popularization of the rural localities through www.dezvoltare-rurala.giurgiu-ruse.ro.

Project objectives

        Cultural exchanges

- the reciprocal knowledge of the rural cultural traditions;

- promotion of cultural tourism through internet pages and publications (fliers, CD-s  and so on).

         Local Democracy

- the improvement of the information wave and the development of the communication system between the Giurgiu-Rousse border regions;

- the continuation of the non-governmental organisations access to training services, sustainable institutional development and experience shifts in the cross border cooperation activities;

- the knowledge and promotion of the democratic civic values and their application in the rural space.

         Economic development

-   support for the development of sustainable partnerships between the NGO’s and the local authorities in order to reach the needs of the Giurgiu - Rousse cross border region local communities for economic and social development ;

- the development of the civil society and local public administration  structures for the preparation and implementation of the common projects for sustainable development and the draw of non-returnable funds in environment protection areas;

         Tourism

- the reciprocal knowledge of the involved through direct contact;

- the promotion of the rural tourist zones through web page and publications.

Project activities:

1. The organization of the project team;

2. The selection of local authorities members involved in the project;

3. Participation at the holiday" Trifon Zarezan" in the commune Ivanovo ;

4. Shifts of experiences with the local authorities from Bulgaria;

5. Participation to the folkloric holidays of the Tenovo commune;

 6. The participation of Bulgarian representatives to "The holiday of the peony" in Comana commune;

7. The participation of Bulgarian representatives to the festival "Calusul on Vlasca" in Oinacu commune ;

8. The participation Bulgarian representatives to "The crafts fair” in Bucsani commune;

 9. Shifts of experiences in the Romania NGO’s area;

 10. Training for the access of the structural funds for Giurgiu public and civil society;

 11. The promotion of the rural localities and the project through the portal

www.dezvoltare-rurala.giurgiu-ruse.ro;

12.  The promotion of the project and its results;

13. Press conference at the finalization of the project in Rousse.

                                             Expected results

 The target - groups shall be aware of the role of the civil society in the elaboration of rural developmental strategies for the cross border region, will get to know the good patterns used by the Bulgarian neighbours, will benefit of the shift of experience output and shall disseminate the information of the communities which are representing them. On medium and long term the main impact will consist in the development of the cooperation relationships (local public administration-NGO) as part of the region, in the context of the European integrations of the two countries.

The implementation of the project shall drive to the increase of the managerial capacity of public authorities and non governmental associations involved in the frame of the project through the new skills obtained by their participation to the training. These trainees will be able to efficiently involve themselves in the implementation of sustainable rural developmental strategy and will benefit of access to the results through the shifts of experiences.

 At the end of this project the involved partners will have the experiences of partnership work activities and the non governmental associations will get the necessary knowledge and abilities to start new projects and implement them.

The implementation of the strategy can lead in the future to the development of the common projects in the Giurgiu-Rousse region.

In the future, the new rural communities will be able to join the cooperation network, to create viable partnerships in the elaboration of common projects and will lead to the update of the rural developmental strategy.

 The portal achieved as part as the project will also be extended to the cross border regions.

Also, the entire project will be applied to the level of the cross border regions.
